You can control time to fill, cost per hire, and quality of hire. Just not all three at the same time. Your options are: 1) good and fast, 2) good and cheap, 3) fast and cheap.
What option do you normally take? And, are you receiving the results you desire? If not, consider one of the other options the next time you hire.
